Mr. Chiu received the B.S. degree in mechanical engineering from National Taiwan University, Taiwan, and the M.S. and Ph.D. degrees in mechanical engineering from the University of Minnesota, Twin City, MN, USA.
In 1992, he joined Intel and started as a Thermal Designer working on package-level thermal design and system-level thermal enabling.
He is currently working on thermal management of Si Photonics and leading thermal design in various DARPA projects, including CHIPS, PIPES, PIUMA, and SHIP.

A user equipment (UE) establishes communication with a macro cellular base station and measures the signal quality of a small cell base station. If the signal quality exceeds a threshold, the UE attempts to connect to the small cell. After a radio link failure with the small cell, the UE modifies the threshold. If further attempts to connect using the modified threshold fail, the UE disables connections to the small cell.
