A new and distinct cultivar of Lupine plant named 'ET LPN 813', characterized by its upright and relatively compact plant habit; moderately vigorous growth habit and moderate growth rate; strong and sturdy flower stems; numerous large violet blue-colored flowers arranged on dense terminal racemes; and good garden performance.
