A new and distinct cultivar ofplant named 'Dongipetorsta 21' characterized by its upright to outwardly spreading and mounding plant habit; moderately vigorous to vigorous growth habit; freely branching habit; dark green-colored leaves; freely and early flowering habit; medium-sized orangish red and pale purplish pink bi-colored flowers; and good garden performance.
