A new and distinct cultivar ofplant named 'PENSCAR' that is characterized by a compact and upright habit, green and white-cream variegated leaves, and bright scarlet single flowers. In combination these traits set 'PENSCAR' apart from all other existing varieties ofknown to the inventor.
