A new and disctinct cultivar of plant named 'Kakegawa CE3', characterized by its low and outwardly spreading plant habit; freely branching and moderately vigorous growth habit; strong lateral branches; and green, dark purple, red and pale yellow-colored leaves with pale yellow and light red-colored petioles.
