Provided is a delivery control device, a data delivery system, and a delivery control method that enable a simultaneous data delivery to a number of reception terminals by increasing the number of reception terminals simultaneously connecting to a router. The delivery control deviceincludes an IP address-MAC address record unitthat associates an IP address with a plurality of MAC addresses and holds the IP address and the MAC addresses, and a transmission unitthat specifies a destination MAC address to transmit a packet.
