An object of the present disclosure is to investigate fluorescent substance being safe and having a high color developing property, and obtain an inorganic red fluorescent substance consisting of an element which exerts no bad influence upon human bodies. A cosmetic containing inorganic particles consisting of a compound represented by a general formula:MgTiO:Mnwherein 1.5<x<2.5, 0.5<y≤1.5, and 0.0001<z<0.1.
