Abstract

A composition is disclosed that includes fluorinated polymer and a non-fluorinated polymer. The fluorinated polymer includes first divalent units independently represented by formula and second divalent unit independently comprising a pendent cationic, anionic, amphoteric, or amine-oxide group or a pendent poly(alkyleneoxy) segment. The non-fluorinated polymer is RO-(EO)—(RO)-(EO)—Ror RO—(RO)-(EO)—(RO)—R. A method of making the composition and methods of reducing the surface tension of a liquid and a method of treating a hydrocarbon-bearing formation are also disclosed.
