Abstract
To provide a seatbelt retractor and a seatbelt device that can suppress the occurrence of abnormal noise. A seatbelt retractorincludes a spoolthat retracts webbing configured to restrain an occupant, a base framethat houses the spoolrotatably, and a lock mechanismthat restricts rotation of the spool. The lock mechanismincludes a locking base, a pawl, a pawl spring, and a lock gear. The pawlincludes a first restraint portionthat restrains movement of the pawlin one rotating direction of the spoolwhile being located inside an outer periphery of the locking base, and a second restraint portionthat restrains the movement of the pawlin an opposite rotating direction of the spoolwhile the movement is retrained by the first restraint portion
