Abstract
A radio base station () of the present invention comprises: a determination unit () that determines whether to perform an off-the-air of a cell () managed by the local radio base station (); a communication unit () that communicates with the other radio base stations () managing peripheral cells and with a communication provider apparatus () managing the bearer information of a user terminal (); and a communication control unit (). When it is determined that the off-the-air of the cell of the local radio base station () is to be performed, the communication control unit () transmits, to the other radio base stations () managing the peripheral cells, the authentication code of the user terminal () existing in the cell of the local radio base station (). When a reconnection request is received from the user terminal (), the communication control unit () determines, on the basis of authentication codes received from the other radio base stations (), whether to authenticate the reconnection request. If the reconnection request is to be authenticated, the communication control unit () acquires, from the management apparatus (), the bearer information of the user terminal having transmitted the reconnection request, and establishes, on the basis of the acquired bearer information, a connection with the user terminal having transmitted the reconnection request.
