The present invention provides a display panel and a display device which can increase light use efficiency with a simple configuration. An optical modulation layerprovided between substratesandcontains a polar solvent, a nonpolar solvent, and hydrophilic shape-anisotropic members, the hydrophilic substratemakes contact with the polar solvent, the hydrophobic substratemakes contact with the nonpolar solvent, a projected area of the shape-anisotropic membersonto the substratesandis changed by adjusting a magnitude of a voltage to be applied to the optical modulation layer
