Abstract

A radio resource setting method according to the present invention is a method for, when there are a first communication area managed by a pico base station () and a second communication area including at least part of the first communication area and managed by a macro base station (), setting radio resources that the pico base station () and macro base station () can use for wireless communication with a terminal (), the radio resource setting method comprising: calculating determination conditions for determining whether or not to set radio resources whose use is limited in the second communication area; calculating a ratio of the radio resources whose use is limited in the second communication area; and setting the radio resources whose use is limited in the second communication area using the determination conditions and the ratio of the radio resources whose use is limited.
