Abstract
There is provided an encoding control apparatus including a scene change detector that detects occurrence of scene change in frame images generated in real time by a renderer, and an encoder controller that controls an encoder that encodes each of the frame images in any of a first scheme in which another frame image is not referred to and a second scheme in which the other frame image is referred to, the encoder controller causing the encoder to encode a frame image after the scene change in the first scheme when the occurrence of the scene change is detected.
