To transmit a 'CELL UPDATE message' in a radio access network not supporting 'Additional Dynamic Transport Format Information for CCCH,' a mobile station UE according to the present invention includes a transmitting unitconfigured to transmit a “CELL UPDATE message” to a radio access network in a “CELL UPDATE procedure,” and the transmitting unitincludes a predetermined information element in the “CELL UPDATE message” only when the radio access network supports the “Additional Dynamic Transport Format Information for CCCH.”
