Abstract
An ECN flow controller () reduces packet header compression overhead due to high ECN rate. It includes an ECN filter () configured to redistribute, with at least approximately maintained ECN rate, ECN-CE marks among headers to reduce switching between ECN-CE marked and ECT marked headers.
