The present invention is directed to a system and method for ensuring a controlled supply source of web materialto be dispensed through at least one dispenseror. The method involves providing at least one dispenserorto a web material providerorat reduced or no charge, providing exhausting meansorto the web material providerorfor periodically activating at least one dispenserorin return for consideration, transferring at least one dispenserorfrom the web material providerorto an end userat reduced or no charge to the end user, wherein the web material providerorprovides web materialto be dispensed from at least one dispenserorto the end userin return for consideration and transferring the exhausting meansorto the end userfor periodically activating at least one dispenserorin return for considerationfrom the end userwhich consideration is built into the consideration the end user gives to the product providerorso that the additional consideration for the activation means is transparent to the end user. The system comprises a dispenserorfor dispensing web material, a credit carrying deviceorfor storing a predetermined number of creditscorresponding to a predetermined amount of web materialto be dispensed by a dispenseror, wherein the credit carrying deviceorinteracts with the dispenserorto provide credit information to the dispenserorcorresponding to at least a portion of the creditson the credit carrying deviceor, a reading deviceinteracting with the credit carrying deviceorfor reading at least a portion of the credit informationstored on the credit carrying deviceorand an activation device, in communication with the reading device, selectively activating the dispenser in response to credit information received from the credit carrying deviceor
