Abstract

A substrate with a transparent conductive layer () of the present invention includes a substrate () and a transparent conductive layer () disposed on the substrate (). The transparent conductive layer () has a conductive region () and a non-conductive region (). The conductive region () contains conductive fine particles () and a resin matrix (). The non-conductive region () contains conductive fine particles () and the resin matrix (). A haze value in the non-conductive region () is larger than a haze value in the conductive region ().
