Abstract
A spectrum control system according to the present invention is a spectrum control system that evaluates whether or not to allow a second wireless communication system to perform secondary use on a frequency band that is allowed to be preferentially used by a first wireless communication system, and includes a request distinguish unit () that evaluates a possibility of the secondary use influencing the first wireless communication system and an evaluation unit () that evaluates whether or not to allow the secondary use of the frequency band, which has been evaluated that there is a possibility that the frequency band may influence the first wireless communication system using an evaluation criterion more specific than that of the request distinguish unit ().
