Abstract

A base station () transmits a DL grant for a terminal () by mapping it to an R-PDCCH region, thus transmitting a series of data groups to the terminal () by the SPS method. A transmission control unit () sets in the R-PDCCH region a control resource region which maps a data resource and the DL grant in a resource block group common in frames to be transmitted by the SPS method. A resource region which was defined as a control resource region in a first frame to be transmitted among a plurality of frames to be transmitted is defined as a data resource in a second or subsequent frame to be transmitted.
