Method and apparatus for generating UV and for treating a material with UV utilizing gas filled plasma-shells that emit UV during gas discharge. The UV treatment may include sterilization, purifying, or curing of liquids, gases, or solids. Applications include water treatment, chemical reactions, cosmetic tanning, and medical uses.
