Abstract

A method to balance idle UEs during RA procedures is described. The method includes determining a load condition of a first cell and a load condition of at least one neighbor cell and determining a suitability of the first cell for receiving access attempts from idle mobile devices based on the load conditions of the first cell and of the at least one neighbor cell. The method includes sending an indication of the suitability (for example, in a broadcast message and/or a UE specific message). A UE receives the indication of suitability. The UE selects a target cell from a plurality of cells based at least in part on the indication (for example, in order to select a target cell that is less loaded). The method also includes sending, from the UE, an access attempt to the target cell. Apparatus and computer readable media are also described.
