Abstract
A communication device includes a network side communication unit that receives emergency information from an information broadcasting node; and a UE side communication unit that communicates a communication signal with user equipment (UE) through a radio base station. The UE side communication unit broadcasts a Secondary Notification signal including the emergency information, subsequent to broadcasting a Primary Notification signal providing notice of broadcasting of the emergency information, and individually transmitting a command signal for transition of an RRC protocol state or switching to another cell to the UE. The transition of the RRC protocol state is from a state where reception of the emergency information is disabled to a state where reception of the emergency information is enabled, and the other cell is such that the UE can receive the Secondary Notification signal, irrespective of the RRC protocol state of the UE.
