Abstract
A water splitting oxygen evolving catalyst including: a metal oxide particle including a metal oxide represented by Formula 1:CoMO  Formula Iwherein M is at least one selected from Al, In, Ga, Si, and Sn, x and y respectively satisfy the inequalities 0≦x<0.5 and 1<y<2, and the metal oxide particle is in the form of a flake.
