Abstract
An eNB-receives high-interference RB information from eNB-to eNB-, and acquires a transmission power value for UE-. When the transmission power value for UE-is greater than or equal to a transmission power threshold value, eNB-restricts the assignment of high-interference RBs to UE-, and when the transmission power value for UE-is less than the transmission power threshold value, eNB-assigns high-interference RBs to UE-in a preferential manner.
