Abstract

Disclosed is a large cell base station () that, in cases in which the interference from small cell base stations () experienced by a radio terminal () connected to said large cell base station () is at or above a prescribed value, estimates a non-interference PF evaluation value for assessing whether or not the allocation of resource blocks to the radio terminal () is suitable when said interference is assumed to not be present. Additionally, the large cell base station () transmits band-use restriction information, which indicates use restrictions for the frequency bands corresponding to the resource blocks, to the small cell base stations () in cases in which the non-interference PF evaluation value is at or above a prescribed value.
