A device control changer AAdecides, out of all devices AAcorresponding to the virtual computers AAin the power saving state, one of the devices to be operated as an operating device, and the rest of the devices as a degraded device, for causing the operating device to perform a degraded control of the degraded device, in the case where the total power saving controller AAjudges that all the virtual computers AAare in the power saving state.
