Abstract

A mobile station UE according to the present invention includes: a determination unitconfigured to determine whether to notify a measurement result based on the radio quality in the serving cell and the neighboring cell measured by the measurement unit, and the parameter acquired by the parameter acquisition unit; and a notification unitconfigured to notify the radio base station eNB of the measurement result when the determination unitdetermines that the measurement result is to be transmitted, in which only when a first predetermined period or more has elapsed after the mobile station UE starts to communicate with the serving cell, the determination unitis configured to determine whether to notify the measurement result.
