Abstract
A shovel includes a boomor an armdriven by a hydraulic oil discharged from a main pump. The shovel also includes a pressure sensorA which detects an operating condition of the boom, an arm angle sensor Swhich detects an arm angle β, a body stability determining partwhich determines a body stability degree of the shovel based on the arm angle β and an operating condition of the boom, and a discharge rate controlling partwhich decreases a horsepower of the main pumpif it is determined by the body stability determining part that a body stability degree becomes lower than or equal to a predetermined level.
