Abstract
Provided is a small base station apparatus (HeNB), wherein interference between the HeNB and an MeNB can be inhibited, without any exchange of information between the HeNB and the MeNB. In the HeNB (), which forms a cell smaller than a cell formed by the MeNB, a pattern generation unit () generates an assigning pattern of subbands to be assigned to the HeNB (), from among a plurality of subbands that can be used by the HeNB (), wherein combinations of subbands are different for each of the frames. An assignment unit () assigns subbands to communication terminal apparatuses connected to the HeNB (), on the basis of the assigning pattern.
