Abstract

A shaft body () is rotatable around an axial line (C-C). A first valve element () is located between a first opening () and a second opening () and it has a first notch (). A second valve element () is located between first opening () and a third opening () and it has a second notch (). By rotating first and second valve elements () around the axial line (C-C) as a center (O), an operation for opening and closing first and second notches () can be performed.
