Abstract

A node () controls transitions between radio resource control states for a wireless terminal () in a radio access network (). The radio resource control states comprise a first state and a second state. The node () comprises a capacity manager () and a radio resource manager (). The capacity manager () is configured to monitor a network condition of the radio access network (). The radio resource manager () is configured to make a decision whether to make a transition from the first state to the second state by determining whether (1) a cost of remaining in the first state is greater than (2) a cost of switching to the second state, and wherein the radio resource manager is configured to take the network condition into consideration when making the decision.
