A position information obtaining sectionobtains position information indicating the current position of an information communication terminal. A safety area storing sectionstores in advance a safety area considered as being safe because the security risk such as information leak is low. A safety determination sectiondetermines, based on the position information and the safety area, the security risk of wireless communication performed by the information communication terminalat the current position. The communication control sectioncontrols a wireless communication sectionso as to transmit a radio signal at a larger radio wave intensity when the safety determination sectionhas determined that the risk is low, and to transmit a radio signal at a smaller radio wave intensity when the safety determination sectionhas determined that the risk is high.
