Abstract
This invention relates to an image processing apparatus and an image processing method for improving the processing capacity per unit time in encoding and decoding images. A coefficient line sorting portionsorts coefficient lines into an order which is different from that of wavelet inverse transform process as well as from that of transmission and in which the coefficient lines are sorted for an encoding process of which the degree of difficulty of encoding can be estimated by a rate control portionat the earliest possible time. An encoded line sorting portionsorts encoded lines into an order which is different from that of wavelet inverse transform process and in which the encoded lines are transmitted with improved resistance to the instability of the available transmission rate. This invention can be applied to image processing apparatus, for example.
