A controllerspecifies a radio channel CHused for broadcast communication by the different radio base stationand adjusts a timing of transmission through the radio channel CHfor broadcast communication in its own radio base stationto be synchronized with a timing of transmission in the different radio base station, based on the broadcast information INFO. A transmittertransmits data through the radio channel CHfor broadcast communication in accordance with the adjusted timing TA of transmission.
