In a membrane separation apparatus, a cleaning effect for membrane elements by scrubbing is improved. In the membrane separation apparatusincluding a separation membrane(membrane element) dipped in treated liquid in a treatment bath, and air diffusing meansfor diffusing air bubblesfor cleaning the separation membrane, an air bubbles staying plateis provided between the air diffusing meansand the separation membrane. The air bubbles staying plateis configured to allow air bubblesdiffused from the air diffusing deviceto stay, by which air bubblesgather each other to form air bubbleshaving large diameters. By causing air bubbles having large diameters to act on the separation membrane, air bubblescan be allowed to act whole the separation membrane
