In one embodiment, a wind-power generating systemincludes: a lightning protecting device including a receptorprovided on a blade surface and a lightning conductorgrounding the receptor; an airflow generating deviceprovided on the blade surface and including first and second electrodesseparated via a dielectric; a discharge power sourceincluding switchesable to connect the first and second electrodesto output terminalsrespectively and a switchable to connect the first or second electrodeto a grounding conductor; and a thundercloud detecting device detecting information regarding thundercloud approach. When the information regarding the thundercloud approach is detected, the second electrodeis connected to the grounding conductorand the first and second electrodesare disconnected from the output terminals
