Abstract
A radio base station (eNB) according to the present invention includes: a calculation unit () configured to calculate an adjusted value of a reception quality, based on the reception quality in a specific mobile station in at least one first resource block assigned to the specific mobile station in a PUSCH, and the number of resource elements assigned to transmission of dedicated control information in the first resource blocks; and a selection unit () configured to select, based on the adjusted value of the reception quality, the number of bits which can be transmitted and a modulation scheme that should be used in the first resource blocks.
