A VPN server encapsulates a packet Pupon receiving the packet and distributes packets P (-) and P (-) to wireless terminals MNand MNrespectively. The wireless terminal MNdecapsulates the packet P (-) (as packet P-) upon receiving the packet and transmits the packet P-to a wireless terminal MN.
