Abstract

A base station includes a scheduling unitand a call admission control unit. The scheduling unitincludes a first determination unitto determine whether or not a transmission frequency of transmission rate control data for decreasing transmission rate for uplink data is equal to or higher than a transmission frequency threshold, a second determination unitto determine whether or not a counted number value of rate lowering event occurrences exceeds a counted number threshold, the rate lowering event being an event that decreases transmission rate for uplink data, and a setting unitto set admission permission information to information for limiting an admission of a new call in a case where the transmission frequency is equal to or higher than the predetermined frequency, and where the counted number value of rate lowering event occurrences exceeds the counted number threshold. The call admission control unitdetermines whether or not to permit the admission of a new call based on the admission permission information set by the scheduling unit
