Abstract

A mobile communication method according to the present invention includes step of causing a mobile stationstanding by in a cell under a control of a radio base stationto send identification information of the mobile station and special identification information; step of, upon receipt of the special identification information, determining whether or not the mobile stationhas access permission to a radio base stationbased on the received identification information of the mobile stationand identification information of a second radio base station; and step of, when it is determined that the mobile stationhas access authorization to the radio base station, instructing the mobile stationto change a radio communication parameter used by the mobile station
