Abstract
Transmission of excess segments to a network can be effectively inhibited. A received byte calculation sectioncalculates, at a sending side, the number of bytes of segments which arrive at a receiving side within a period of a minimum value of RTT measured by a minimum time measurement section, a target calculation sectioncalculates a target used for controlling segment transmission based on the number of bytes of the received segments calculated by the received byte calculation section, and a send segment control sectionwhich controls segment transmission based on the target calculated by the target calculation section
