Abstract

A lower hierarchical decoder () decodes lower hierarchical data (), and creates a prediction error signal (). A switch () accepts a decode hierarchical instruction signal () indicating which of the upper and lower hierarchies a hierarchical image decoding device decodes, and switches a prediction decode processing. In case the lower hierarchy is decoded, the switch () inputs a lower decoded signal () as an output to a prediction decode unit (), and creates a lower hierarchical decoded image (). In case the upper hierarchy is outputted, the switch () inputs the lower decoded signal () to a pseudo prediction decode unit (), and creates a lower hierarchical decoded image (). An upper hierarchical decoder () inputs upper image data (), and creates an upper hierarchical decoded image () with reference to the lower hierarchical decoded image ().
