Abstract

In a communication system (), a method and apparatus provide for efficient control of call requests from mobile stations (-) to base station (). Mobile station (-) receives an initial call request block probability from base station (), determines an elapsed time from an effective time of the initial call request block probability, and adjusts the initial call request block probability based on an elapsed time. Mobile station (-) uses the adjusted initial call request to block call request.
