The radar reflective targetis configured as a hollow tube-shaped elementhaving circular open leading and trailing open circular end to allow water to flow through the target as it is towed. The targetincludes a positive buoyancy material layerand is horizontally oriented during towing. The float deviceis configured to support the radar reflective targetopen leading end above the water surfaceas the float deviceand radar reflective targetare towed along the water surface to deliver air into the hollow cross-section. The radar reflective targethas an adjustable RCS which can be increased or decreased by lengthening or shortening the radar reflective target.
