A display device including: a pair of substratesandplaced so as to oppose each other; a plurality of pixel electrodesformed on oneof the pair of substrates; a counter electrodeformed on the otherof the pair of substrates; and a modulation layerprovided between the plurality of pixel electrodesand the counter electrode, the modulation layerbeing capable of switching states between a transmitting state in which light is transmitted and a scattering state in which light is scattered.
