Abstract
The present invention provides a method and apparatus for forming an image. A controller manages a charger and a developing bias voltage to increase an absolute value of the charging voltage to an image-bearing member and an absolute value of a developing bias voltage to a developer-bearing member to predetermined values in a plurality of steps.
