Abstract
An encoding controller () generates and outputs a current skip signal (SK) to a switch circuit (), and outputs a quantization parameter (Qp) for controlling a code amount after the encoding processing of a current VOP by an encoder () using a current scene change signal (SC), to an encoder (). The current scene change signal (SC) is set on the basis of the current VOP, a previous scene change signal (SC), and a previous skip signal (SK).
