A rotary electric shaver including a cutter unitfor holding an outer cutterin an outer cutter framemounted on the shaver main bodyand for rotationally driving an inner cutterinstalled inside the outer cutterby a rotational drive shaftwhile pressing the inner cutterelastically toward the outer cutter; and the shaver further including a swivel casewhich swivels freely and moves up and down freely with the outer cutter, a movable panelfor pushing this swivel caseupward with a return springin between, and a push-up mechanismfor changing the height level (position) of the movable panel, so that the push-up force on the outer cutterfrom the inner cutter side is controllable by changing the height level (position) of the movable panelby the push-up mechanism
