A cellular communications network including a base station subsystem () including a base station controller communicably coupled to a plurality of base stations (), a user accessible mobile wireless communications device configuration control server () coupled to the base station subsystem (), an network broadcast transmitting assisting base station (), which may be coupled to the user accessible mobile wireless communications device configuration control server or to the base station subsystem.
