A novel europium-diketone chelate compound which steadily emits red light by ultraviolet irradiation and a fluorescent material using the same are provided. The europium-diketone chelate compound is represented by the following formula (1). The fluorescent material contains the europium-diketone chelate compound. wherein Xis a heterocyclic cationic polymer, a cationic oligomer or a cationic heteroaromatic compound containing a substituent, Ris an aromatic compound group or a heterocyclic compound group containing a plurality of double bonds and Z is a hydrogen atom or a substituent of an aliphatic or alicyclic compound.
